DoD Takes Steps to Protect Your Privacy

In response to an increasing awareness of the growing need to protect the safety of Service members and their families’ identity information, DoD has begun to eliminate the Social Security Numbers (SSN) from DoD ID cards. Utilizing a three phased approach over the next several years, eventually full SSNs will no longer be visible on the cards. This action will affect all entitled to hold a CAC or ID Card, including active and reserve military, family members, retirees and contractors.
As detailed below, the removal of SSNs will occur in three phases, each of which will be implemented as ID cards are issued or renewed.

Phase One, now underway, will remove the printed dependent SSN from Dependent Identification and Privilege cards (DD Forms 1173 and 1173-1) and replace it with “XXX-XX-XXXX.” At this point, the sponsor’s SSN will remain visible on the card.

Phase Two will remove printed SSNs from all DoD ID cards, with the exception of Geneva Conventions identification cards, which will retain the last four digits of the SSN for Geneva Conventions purposes. This phase is scheduled to begin by the end of calendar year 2009

Phase Three will remove SSNs from barcodes on all cards and is scheduled to begin during calendar year 2012.
In an effort to provide more detailed information in preparation for this transition, the following frequently asked questions and answers are provided:

Q1 - What is changing on the card?

A1 - SSNs will be systematically removed from DoD ID cards. When current cards expire, (consistent with the timeline in A4), they will be replaced with new cards with XXX-XXX-XXXX printed in the Social Security Number field. The SSN will also be removed from the bar codes (See A4).

Q2 - Why are the cards changing?

A2 - These changes are consistent with the overall DoD policy to reduce the use of the SSN and reinforce the growing DoD Culture of Protection for Personally Identifiable Information. Consistent with this, the planned changes are designed to reduce the risk of identity theft to the DoD ID card populations while maintaining continuity of DoD business processes.

Q3 - Who will be affected by the card change?

A3 - All DoD Q4ID cardholders and those business processes that use the SSN from any DoD ID card.

When is the card changing?

A4 - Changes to ID cards will occur when the cardholders’ expired cards are renewed.

The removal of SSNs will occur in three phases:

Phase One:
- To begin by end of calendar year 2008
- Dependent SSNs will be removed
- Sponsor SSNs will remain visible
- Cards Affected - DD Forms 1173 and 1173-1

Phase Two:
- To begin by end of calendar year 2009
- All printed SSNs will be removed
- Geneva Conventions cards will retain the last four

of the SSN

- To begin during calendar year 2012

A5 - Go when your current card expires.

Q6 - Where can I get the card?

A6 - Contact your nearest Real-time Automated Personnel Identification System (RAPIDS) site or go to www.dmdc.osd.mil/rsl/owa/home to find a location near you. Over 1,500 RAPIDS sites with over 2250 workstations worldwide issue identification cards.

Q7 - What do I need to bring with me?

A7 - Two forms of ID from the OMB I-9 document list. One must be a federal or state issued photo ID. Visit www.formi9.com for more information.

Q8 - Where can I use my new ID card?

A8 - The new ID card can be used at all locations where current ID cards are accepted.

Q9 - Will my ID be rejected without a visible SSN?

A9 - No, your ID should not be rejected without a visible SSN; however, you may be asked to verbally state your SSN.

PROGRAM HIGHLIGHTS

For latest SRB news: NAVADMIN 075/09; NAVADMIN 050/09Sailors can reenlist for SRB no more than 90 days prior to their EAOS.
Requests must to be submitted 35-120 days prior to the requested reenlistment date.
Sailors in a tax-free zone with an approaching EAOS may be able to reenlist outside of the 90-day window. For more on reenlistment windows:

PERFORM TO SERVE/ZONE B PTS (NAVADMIN 017/09) / ZONE C (NAVADMIN 161/09)
Zone A (0-6 years of service): No more extensions for Sailors awaiting PTS results. The GENDET reapply option has been eliminated.

Zone B (6-10 years of service): All E4 to E6 Sailors who fall in Zone B, with an EAOS or PRD on or after Oct. 1, 2009 are required to submit a PTS application, regardless of their reenlistment intentions. This moves talent to undermanned ratings and may result in increased advancement opportunities.

Zone C (10-14 years of service): All E6 and below Sailors who fall in Zone C, with an EAOS on or after FEB. 1, 2010 are required to submit a PTS application, regardless of their reenlistment intentions. This moves talent to undermanned ratings and may result in increased advancement opportunities. Sailors currently under orders, or, with an EAOS or PRD prior to 1 Feb 2010, or with an approved conversion package, or selected for advancement for Chief are exempt. All PTS applicants who have been given an in-rate reenlistment or conversion quota are required to sign a Page 13 outlining their intentions to accept an in-rate quota or a rate conversion or risk losing the quota.

E7-E9 with at least 20 years of active service and three years time in rate will be screened for continuation.

NAVADMIN RAISES THE MAXIMUM ALLOWED AWARD POINTS IN THE FINAL MULTIPLE
SCORE FOR SAILORS WITH IN-THEATER SERVICE. THIS ACTION IS INTENDED TO
PREVENT THE EXCLUSION OF IN-THEATER AWARD POINTS FOR THOSE SAILORS WHO
CURRENTLY HAVE THE MAXIMUM ALLOWED AWARD POINTS FOR THEIR PAYGRADE.
2. EFFECTIVE FOR THE AUGUST RESERVE CYCLE 085 AND SEPTEMBER ACTIVE
DUTY CYCLE 204 ADVANCEMENT EXAMINATIONS, SAILORS WHO HAVE SERVED
GREATER THAN 90 CONSECUTIVE DAYS IN IRAQ, AFGHANISTAN, THE HORN OF
AFRICA, KUWAIT, GUANTANAMO (GTMO), JOINT TASK FORCE 515 (USPACOM), OR
THE JOINT FORCE SPECIAL TASK FORCE-PHILIPPINES (USPACOM), ARE
AUTHORIZED A TWO POINT INCREASE TO MAXIMUM AWARD POINTS AUTHORIZED IN
REF A. THIS INCREASES THE MAXIMUM AWARD POINTS TO 12 AWARD POINTS FOR
E4 AND E5 CANDIDATES AND 14 POINTS FOR E6 CANDIDATES.
3. THE INCREASE OF THE MAXIMUM ALLOWED AWARD POINTS FOR CANDIDATES
ELIGIBLE FOR TWO IN-THEATER AWARD POINTS IS NOT RETROACTIVE TO PREVIOUS
ADVANCEMENT CYCLES. REF A PROVIDES THE CRITERIA FOR AWARDING IN-
THEATER SERVICE AWARD POINTS. IN ACCORDANCE WITH TABLE
3-1 OF REF A, IN-THEATER SERVICE AFTER 24 OCTOBER 2001 QUALIFIES A
SAILOR FOR THE INCREASE IN THE MAXIMUM ALLOWED AWARD POINTS FOR RESERVE
CYCLE 085 AND ACTIVE DUTY CYCLE 204 ON.
