WASHINGTON (NNS) -- The Department of Defense announced Oct. 21 the implementation of plans to issue retroactive stop loss special pay to compensate active duty, Reserve component, former and retired service members who, at any time between Sept. 11, 2001, and Sept. 30, 2009, served on active duty and had their enlistment or period of obligated service involuntarily extended.
Navy estimates 250 personnel are eligible to receive the benefit and are entitled to one payment equal to $500 per month for each month, or any portion of a month, that the member was retained on active duty.
Between Sept. 11, 2001, and Sept. 30, 2009, Navy implemented stop loss authority for personnel with specific, critical skills during two periods: Oct. 10, 2001, to Dec. 31, 2002, and Apr. 3, 2003, to Sept. 15, 2003.
Sailors with ratings and designators in approximately 10 areas of expertise, in addition to certain language skills, were identified and included corpsmen, master-at-arms, special warfare and cryptologic technicians.
Personnel with the critical skills identified during those two periods of stop loss and as a result were required to remain on active duty beyond approved retirement or separation dates, may be eligible for stop loss compensation and are encouraged to apply for the benefit. All applicants must provide documentation that they were "stop lossed" during one of these two periods.
In accordance with the 2009 Supplemental Appropriations Act, applications must be submitted no later than Oct. 21, 2010. Services are not authorized to make payment on applications submitted after that date.

NBCC FOUNDATION SCHOLARSHIPS

Subject: NBCC Foundation Scholarships
The NBCC Foundation is now accepting applications for two new counseling scholarships.
The scholarships are available to students with recent military experience and those living in rural areas.
The Military Scholarship Program is designed to encourage military servicemembers and veterans to embark on a career in counseling. The program provides financial support to students who enroll in a CACREP-accredited counseling program during or after military service, and commit to serving military personnel after graduation.
Similarly, the Rural Scholarship Program offers financial support to students from rural areas who enroll in a CACREP-accredited counseling program and commit to serving in these communities after graduation.
Scholarships for both programs will be in the amount of $3,000 and five of each type will be offered every year. Recent military experience is required for the military scholarship, and residence in a rural area is a requirement for the rural scholarship. Applications received by November 1, 2009 will receive priority review in November 2009. More reviews will occur in 2010.

VOLUNTARY EDUCATION FY 2010 UPDATES -

Subject: Voluntary Education updates for FY 2010
1. EDUCATION PLANS - All Sailors utilizing TA must have an education plan established. An individual education plan is defined as the overarching plan for the Sailor which includes, but is not limited to a certification program, USMAP, college degree plan, language proficiency, recommended coursework, education sources, testing, and individual counseling annotations. Until the Education Plan document is automated, use a paper version.
2. WAIVERS - No waivers will be entertained to exceed the 16SH cap at this time. Should there be a change in policy during mid-year, we will notify you as soon as possible. All NCO staff are encouraged to authorize TA only for classes convening for the term the Sailor is enrolled.
3. COURSE EXTENSIONS - Effective immediately, CPPD will authorize just ONE course extension for "Incomplete" grades, not-to-exceed 180 days from the original course end date. This policy will help Sailors stay on-track. Sailors who fail to convert an "I" into a passing grade within the 180 days shall reimburse the government in full.
4. FEES - Policy remains the same. Navy only funds fees that are mandatory and directly related to the course of instruction, such as lab and shop fees. Navy does NOT fund fees for application, registration, portfolio assessment, record-maintenance, student activities, parking, graduation, flight time, flying lessons, textbooks, computers, or consumable materials.
5. WebTA will be the primary method for processing TA beginning January 2010.
6. Many of you have also found out that due to funding constraints this year, several Navy College Learning Centers (NCLC) are being closed. Other offices will close in December and January. The affected NCOs will be notified as the local Commanding Officers are notified. Following is a list of NCLCs that will close in November 2009.

SERVICES TO IMPLEMENT CIPP TO DETERMINE IF RETENTION IN CRITICAL
SKILL SETS CAN BE ENHANCED BY PERMITTING TEMPORARY INACTIVATION
FROM ACTIVE DUTY AND PROVIDING GREATER FLEXIBILITY IN CAREER
PATHS OF SERVICE MEMBERS. NINE OFFICERS AND SIX ENLISTED

"ROLLING APPLICATION" PROCESS. QUOTAS FOR EACH CALENDAR YEAR
2009, 2010, 2011, AND 2012 ARE AVAILABLE, NOT TO EXCEED THE
MAXIMUM LIMIT OF 20 OFFICERS AND 20 ENLISTED MEMBERS IN EACH
CALENDAR YEAR. INTERESTED SERVICE MEMBERS ARE HIGHLY ENCOURAGED
TO SUBMIT AN APPLICATION, PER REF B, TO THEIR DETAILER FOR REVIEW.
THOSE PACKAGES THAT MEET ELIGIBILITY REQUIREMENTS WILL BE
FORWARDED VIA THEIR COMMUNITY MANAGER (BUPERS-3) FOR FINAL
