VOLUNTARY EDUCATION FY 2010 UPDATES -

Subject: Voluntary Education updates for FY 2010
1. EDUCATION PLANS - All Sailors utilizing TA must have an education plan established. An individual education plan is defined as the overarching plan for the Sailor which includes, but is not limited to a certification program, USMAP, college degree plan, language proficiency, recommended coursework, education sources, testing, and individual counseling annotations. Until the Education Plan document is automated, use a paper version.
2. WAIVERS - No waivers will be entertained to exceed the 16SH cap at this time. Should there be a change in policy during mid-year, we will notify you as soon as possible. All NCO staff are encouraged to authorize TA only for classes convening for the term the Sailor is enrolled.
3. COURSE EXTENSIONS - Effective immediately, CPPD will authorize just ONE course extension for "Incomplete" grades, not-to-exceed 180 days from the original course end date. This policy will help Sailors stay on-track. Sailors who fail to convert an "I" into a passing grade within the 180 days shall reimburse the government in full.
4. FEES - Policy remains the same. Navy only funds fees that are mandatory and directly related to the course of instruction, such as lab and shop fees. Navy does NOT fund fees for application, registration, portfolio assessment, record-maintenance, student activities, parking, graduation, flight time, flying lessons, textbooks, computers, or consumable materials.
5. WebTA will be the primary method for processing TA beginning January 2010.
6. Many of you have also found out that due to funding constraints this year, several Navy College Learning Centers (NCLC) are being closed. Other offices will close in December and January. The affected NCOs will be notified as the local Commanding Officers are notified. Following is a list of NCLCs that will close in November 2009.
